Richard gained degrees in Commerce and Law from the University of Auckland, New Zealand in 1987 and 1989. He was admitted to the High Court of New Zealand in 1989 and the High Court of Fiji in 1995. A former journalist in Fiji and New Zealand, he practised in two major law firms in New Zealand between 1989 and 1995, when he returned to Fiji. Richard is now involved primarily in commercial and advisory work for clients in Fiji's aviation, finance, information technology, media, telecommunications and tourism sectors. His areas of practice include administrative, taxation, trade practices, telecommunications and e-commerce law.
Richard has been involved over many years in advice and submissions to government on policy and regulation of both the tourism and telecommunications sectors. He was a member of the Government-appointed Fiscal Review Committee appointed in 2004 to advise Government on tax and fiscal reform. He takes a keen interest in the regulation of foreign investment in Fiji.
Richard is an occasional presenter and commentator on legal, media and other public issues in Fiji. He is a board member of the Fiji Red Cross Society and has previously served on the boards of Transparency International and Habitat for Humanity. He is the honorary solicitor for the Fiji Association of Sports and National Olympic Committee (FASANOC).
